- Build a requirement/attachment/evidence matrix preserving M2’s unresolved authority.
- Write a supported service response with unsupported claims removed.

The idea in everyday life
Fictional procurement exercise RFP F-04: offer four 45-minute skills workshops for a cohort capped at 20 learners, with 20 reusable practice kits and a simple completion report. No credential, employment placement or partnership is promised. Mandatory packet requirements are M1 scope response, M2 vendor form with authorized fictional attestation, M3 complete price worksheet and M4 current insurance evidence listed in the case. Scope, price and insurance evidence are supplied; the vendor-form attestation remains unconfirmed. Only packets meeting the fictional mandatory gate enter scored review: quality up to 60 points and price up to 40. Submission must be through the fictional secure portal by October15 at 15:00 with stated UTC−04:00 offset, equivalent to 19:00 UTC. All work remains unsent; no real vendor status or certification is claimed. These are exercise rules, not universal procurement law.
A compliance matrix maps each requirement to evidence and a current status. Distinguish a draft attachment from an authorized statement or verified record.

Paste at A1.
| AID | BRequirement | CAttachment | DCurrent status |
|---|---|---|---|
| M1 | Bounded scope response | scope.md | Draft supplied |

Copy as plain text
1. Copy every mandatory row
Create M1–M4 with attachment names, owner and status without skipping the difficult attestation.
You should see: Four required items remain visible.
An incomplete requirement cannot disappear because a draft looks polished.
2. Name supporting evidence
Link scope and price drafts, supplied insurance evidence and the unconfirmed vendor form.
You should see: M2 is unresolved while the other case documents are available.
A file’s existence does not establish that its attestation is authorized.
3. Separate draft from authority
Assign the attestation to a fictional authorized vendor signatory and record confirmation required.
You should see: The learner does not sign for a real company or invent vendor status.
Proposal preparation is different from organizational authority.
4. Apply the mandatory gate
Mark the packet held on M2 under the supplied purchaser rule.
You should see: Not ready for scored review until M2 is resolved.
A strong scope or low price does not remove a mandatory condition.
What to finish
A four-item requirement/evidence/owner matrix with an attestation hold.
Watch for this
Marking a vendor form complete merely because a document file exists.
How can I tell I understand it?
The unresolved item remains a hold under the supplied gate.
