What to include

  • Extract the fictional scope, mandatory gate, scoring factors and submission rules.
  • Build a requirement/attachment/evidence matrix preserving M2’s unresolved authority.
  • Write a supported service response with unsupported claims removed.
  • Cross-check the630 base price, unit assumptions, exclusions and750 quantity scenario.
  • Inspect actual draft attachments and prepare an unsent authorized handoff with a labeled score scenario.

Review and revise

Use these criteria to check your work and choose what to improve.

  • Mandatory and scored stages follow the supplied purchaser rules.
  • Claims and authority are supported by the actual fictional evidence.
  • Quantity/unit arithmetic, exclusions and time-offset conversion reconcile.
  • Draft, unresolved, hypothetical, submitted and awarded stages are never conflated.

The idea in everyday life

Fictional procurement exercise RFP F-04: offer four 45-minute skills workshops for a cohort capped at 20 learners, with 20 reusable practice kits and a simple completion report. No credential, employment placement or partnership is promised. Mandatory packet requirements are M1 scope response, M2 vendor form with authorized fictional attestation, M3 complete price worksheet and M4 current insurance evidence listed in the case. Scope, price and insurance evidence are supplied; the vendor-form attestation remains unconfirmed. Only packets meeting the fictional mandatory gate enter scored review: quality up to 60 points and price up to 40. Submission must be through the fictional secure portal by October15 at 15:00 with stated UTC−04:00 offset, equivalent to 19:00 UTC. All work remains unsent; no real vendor status or certification is claimed. These are exercise rules, not universal procurement law. Supplied fictional capability evidence: facilitator F has delivered two similar practice sessions; reviewer R can inspect task records against a four-criterion rubric. No accreditation, hiring service or established school partnership evidence is supplied.

The idea

A scope response connects the requested work to what can actually be delivered. Each claim should have support, and external outcomes should not be smuggled into the offer.

Answer the scope without making unsupported promises — supplied practice

  1. 1. Respond to each output

Map workshop schedule, reusable kits and completion report to specific draft sections.

You should see: All three requested service outputs are addressed.

A general mission statement cannot replace the purchaser’s requested work.

  2. 2. State supported capability

Use the fictional F experience and R rubric-review availability with accurate limits.

You should see: Experience is two similar sessions, not a national client portfolio.

A narrow true statement is stronger evidence than an invented scale claim.

  3. 3. Remove external guarantees

Exclude guaranteed employment, accreditation and invented partner logos or endorsements.

You should see: The response promises practice delivery and reporting, not outside decisions.

The scope must not imply authority or relationships the case lacks.

  4. 4. Identify dependencies

Record actual participant recruitment, host access and authorized decisions as dependencies, with questions where details are unspecified.

You should see: Dependencies remain visible instead of becoming assured outcomes.

The vendor should not silently promise work controlled by other roles.

Now change one thing

A draft says nationally accredited credential. Enter retain or remove given the supplied capability evidence.

Your work

What to finish

A requirement-matched scope response and unsupported-claim/dependency audit.

Common mistake

Watch for this

Adding famous partner names or job guarantees to make an otherwise valid scope sound more impressive.

How can I tell I understand it?

External outcomes and unresolved dependencies are labeled accurately.
